In the context of Directive 83/189/EEC of 28.3.1983 laying down a procedure for the provision of information in the field of technical standards and regulations (OJ No L 109 of 26.4.1983) and Directive 88/182/EEC of 22.3.1988 (OJ No L 81 of 26.3.1988) amending the above, the Commission publishes notifications of draft national technical regulations received during the final quarter of 1992. Fourty-four listed national regulations cover subjects ranging from cordless telephones to the analysis of algal biotoxins. The Commission notes that, under the terms of its communication of 1 October 1986 (OJ No C 245 of 1.10.1986) it considers that if a Member State adopts a technical regulation coming under the stated Directive without communicating the draft to the Commission, or respecting the three month standstill obligation (permitting comment from the Commission and Member States), that regulation cannot be enforced against third parties under the terms of the legal system of the Member State in question.
