The Commission of the European Communities publishes an invitation to submit proposals relating to general measures to provide information and raise awareness about the environment. The aim of these measures is to help identify the responsibilities and encourage the active participation of the various actors concerned (economic operators including the trade unions, regional or local authorities, environmental protection organizations and organizations for the defence of consumers) in preventing environmental problems, and also to promote partnership between them. Community financial support will, as a general rule, be between 10-50% of the actual costs of carrying out the project. Exceptionally, financial support may exceed 50% in cases of measures to assist regions where there is least awareness of environmental issues. Proposals must meet all the following criteria in order to be considered. They must: Generate a marked Community-wide multiplier effect; have a direct transfrontier impact via multinational or multiregional collaboration; bring about a lasting change in the behaviour patterns of the parties concerned; entail effective cooperation between the various partners (eg environmental protection bodies and regional authorities); promote incorporation of environmental aspects into one or more of the sectors of industry, energy, transport, agriculture or tourism. The proposal invitation gives full specifications of conditions relating to the project timetable, conditions relating to the proposer, financial conditions, appraisal procedure and proposal format and submission.
