On 20 November 1990 the Council of the European Communities adopted Regulation (EEC) No 3359/90 for an action programme in the field of transport infrastructure with a view to the completion of an integrated transport market in 1992. Community action shall concern studies and the following major projects, it being understood that the specific individual projects are components of these major projects: - Contribution to the high-speed rail network; - The Alpine transit route (Brenner route); - Contribution to the combined transport network of Community interest; - International trans-Pyrenean road links; - The road link with Ireland; - The Scanlink; - Strengthening of land communication in Greece. The eligibility of transport infrastructure projects for financial support will be assessed on the basis of the benefit and greatest usefulness of the project to international Community traffic, the socio-economic return on the project, the project's consistency with the other Community measures taken under the common transport policy, particular difficulties in raising finance, inability of national or regional authorities to carry out the project alone. The Regulation will expire on 31 December 1992.
