The Commission of the European Communities makes and invitation to tender for the publication of a guide to be used by electronic information service providers and users to help them overcome legal problems in a number of areas in this field, and thus facilitating Europe-wide access to and use of such services. The guide should be in layman's terms, thus understandable to non-lawyers, and not excessively lengthy without being legally imprecise or misleading. The legal situation in each Member State and (where appropriate) the Community should be described for each of the issues concerned. The possibility of regular updates shall be envisaged. Given the importance of this market, the Commission is prepared to grant, subject to budget availability, financial assistance to the selected project amounting up to 50% of the cost subject to a ceiling of ECU 30,000. Proposers demonstrating in their proposals sufficient resources and expertise plus sufficient practical experience of the legal problems faced by electronic information service providers and users should make their submissions in triplicate by registered post to: Commission of the European Communities DG XIII E-1 Attn.
