The Commission of the European Communities calls for proposals concerning specific projects connected with six of the ten Actions envisaged in the 1991-1993 plan of action under the "Europe against AIDS" programme (adopted by Council Decision 91/317/EEC of 4.6.1991 on the basis of Commission proposal COM(90) 601 of 13.12.1990) Bids are being invited for the following: Action 1A. Assessment of the knowledge, attitudes and behaviour of the general public and target groups: - Examination of the national surveys carried out on knowledge, attitudes and behaviour of the general public; - Examination of the surveys on knowledge, attitudes and behaviour carried out among specific groups (the main ones being women, homosexuals, young people and ethnic minorities). Action 2B. Informing and increasing the awareness of the public and certain target groups: - A feasibility study determining the scope for coordinated Community action to foster the awareness of the general public and certain target groups as a complement to campaigns carried out in Member States, including establishing the potential advantages and disadvantages of such campaigns and the availability of resources for the general public and specific target groups; - A feasibility study on the drawing up of a European code on AIDS prevention, written in layman's language and placing particular emphasis on non-discrimination against persons infected by the human immunodeficiency virus (HIV). Action 3A. Health education for young people: - To develop exchange of information on health education measures in schools and various training and apprenticeship structures (increasing possibilities of information exchange organization, implementing means, identifying the participants); - To encourage exchanges of professionals and teaching materials and foster cooperation through the organization of training seminars (particularly teacher-training staff and geared towards the dissemination of new health education methods). Action 5A. Social support, counselling and medical treatment (exchange of experience, evaluation, and, where appropriate, promotion of helplines): - Assessment of existing telephone helplines in the Member States, their operation and accessibility and measures to assure confidentiality, and their promotion to the general public; - Further assessment of telephone helplines carried out via Community-wide exchanges, providing a basis for appraisal of the results achieved and for recommendations on improving the current system within the Community. Action 6A and 6B. Estimating the cost of managing HIV infection: - Following the planned examination of the parameters used in the Member States for identifying the health and social costs of managing HIV infection, assessing the potential for developing common approaches in respect of the type of data collection, the national networks concerned and the parties involved; - Appraisal of existing HIV cost projection models (available in all Member States) with a view to planning social and health services and access to early treatment (potential for a common approach, advantages and disadvantages, establishment of precise objectives). Action 8A. Enhancement of human resources (survey of pre- and post-qualification training in each Member State for public health workers and other health care, social support and counselling personnel as a basis for definition by the contractor of potential areas for the exchange of experience). This invitation to tender covers five actions under the programme and includes seven separate projects: - Four feasibility studies; - Two assessments; - One exchange development project. The Commission will be closely associated with the projects to ensure they are planned and implemented in accordance with the specifications of the Council of Ministers. To this end, a liaison office will be set up in Luxembourg to assist the process of exchange of information between the contractor, the Commission and potential information sources.
