The European Commission adopted, on 10 March 1993, a Communication to the Council on the implementation during 1991 and 1992 of the action programme in the context of the 1991-1993 "Europe Against AIDS" programme. The report (COM(93) 42 of 10.3.1993) summarizes activities undertaken by the Commission to implement the measures envisaged in the action programme: - Assessment of knowledge, attitudes and conduct among the public at large and target groups; - Information and awareness in these groups; - Health education among the young; - HIV transmission prevention; - Social, psychological and medical assistance; - Cost assessment of HIV contamination; - Data collection as regards HIV/AIDS; - Measures in the fight against discrimination against contaminated individuals and their entourage; - International research and cooperation. The Commission's Communication is addressed to the Council, the European Parliament and the Economic and Social Committee. The plan of action in the framework of the 1991-1993 "Europe against AIDS" programme was adopted by Council Decision 91/317/EEC of 4.6.1991 on the basis of Commission proposal COM(90) 601 of 13.12.1990 outlining the above nine specific actions, with a proposed budgetary appropriation of ECU 3 million per year for an initial period of three years.
