Advanced communications developments: Accompanying measures and preparatory actions
In preparation for future Community actions in the field of advanced communications developments, the Commission of the European Communities is inviting proposals for accompanying measures and preparatory actions. The objectives will be to stimulate experimentation and implementation of transnational telework systems and to assess social, environmental and economic impacts of new uses of advanced communications. The stimulation of telework will consist of pilot demonstrations of telework in decentralization of large organizations, networked telework centres, small businesses networking and urban and inter-urban traffic decomposition. Supporting actions will involve analysis of requirements for organizational restructuring, constraints to transborder telework, identification of telework technologies and systems, and technology requirements for the management of telework. In addition, the actions will involve the setting-up of a European information centre, extension of the EC Telework forum actions into Eastern and Central Europe, and updating a compilation of information on telework. The assessments of the social and economic impacts of advanced communications will address the potential impacts of advanced communications on economic growth in Europe, relate changes in employment to use of advanced communications, identify the applications of advanced communications that could promote economic and social cohesion in the Community and improve the quality of social services, and quantify environmental impact reductions that might be achieved through use of advanced communications. Full specifications plus information about procedures for the submission of proposals, and on the contracts that will be established with successful proposes, is available on request.
