The Commission of the European Communities Directorate-General for External Relations (DG I) has launched a call for expressions of interest in the conversion of defence industries in the new independent states of the former USSR. The purpose of this call, which is open on equal terms to all companies or consortia of the Member States of the European Community or of the recipient states, is to establish a list of firms specialized in providing technical assistance in the given areas. Such firms may be invited to take part, as appropriate, in restricted invitations to tender issued by one or more countries or by the Commission, and in procedures for the award of direct agreement contracts for projects financed by the European Community as part of the TACIS programme of technical assistance to the new independent states. The service to be provided includes assistance to regional authorities or defence industries in the areas of advice on conversion strategies and sector priorities, industrial and commercial feasibility studies, market surveys, evaluation of scientific and technological and industrial resources, assistance to the introduction of reorganization measures, and the training of workforces. Companies or consortia applying must provide evidence of their competence and experience in the following areas: - Advice: Strategic analysis of defence industries; formulation of strategies at regional, industry and company level; evaluation of technological potential (knowhow, licensing, patents) and technical capacity (industrial plant) in mechanical engineering, electronics and chemicals; market surveys; analysis of distribution and after-sales service networks; company organization and structure; preparation of applications for financing. - Assistance at plant level: Product design (experience of value analysis); quality control; cost control. The industries concerned include heavy engineering (shipbuilding, steelmaking, transport equipment); agricultural machinery, plant and equipment for the agri-food industry; aviation; electronics (manufacture of components and complete units); and fine chemical. Expressions of interest must include the documentation specified in the call.
