The Commission submitted on 21 November 1990 (COM(89) 376) a proposal for a Council Directive to increase the operational protection of category A outside workers performing activities in the controlled areas of installations in which ionizing radiation is used. Obligations of outside undertakings and of installation operators are stated in relation to definition of risks, protection and preventive measures, operational radiation protection, personal monitoring and medical supervision, dosimetric monitoring, training, the provision and format of personal acceptability certificates and record keeping. Member States shall take measures to comply with the Directive no later than 31 December 1992.
