MED-URBS technical assistance
The Commission of the European Communities calls for expressions of interest in an invitation to tender for the selection of a consultancy to provide technical assistance to the MED-URBS programme (consolidated phase), which aims to establish or strengthen links between local authorities in the Community and Mediterranean non-member Countries in order to support their social and economic development. The pilot phase of the programme , which provided financing for 16 cooperation networks, will draw to a close on 31.7.1993. To set the consolidated phase in motion by 1.11.1993 the Directorate-General for External Economic Relations (DG I) intends to hand over the running of the programme to a technical assistance consultancy firm working under its supervision, on the basis of an annually renewable contract. Applicants must state clearly their role and how they intend to fulfil the following operational tasks: - Assisting the Commission in implementing and monitoring the consolidated phase; - Offering technical and methodological assistance to cooperation networks in starting up and developing their projects; - Monitoring projects to ensure they remain consistent with the goals of the Community programme; - Stimulating the running of the networks; - Implementing an information strategy targeted at participants , potential partners and interested bodies. Participation is open on equal terms to any legal person (company, consortium or group) from the Community Member States. Applicants must provide evidence of: Their status as a legal person; experience in decentralized cooperation programmes and in leading and working in networks; any knowledge they may have of the Commission's working methods; the qualifications and professional experience of the organization and of the staff who would fulfil the relevant tasks. Applicants selected by the Commission will be invited to take part in a restricted invitation to tender.
