Assessment of the Community initiatives on cooperation and cross-border networks (INTERREG, REGEN)

In 1991 and 1992 the Commission of the European Communities launched a series of Community initiatives pursuant to Article 11 of Council Regulation (EEC) No 4253/88 of 19 December 1988 (OJ No L 374 of 31.12.1988) laying down provisions for implementing Regulation EEC No 2952/88 (OJ No L 185 of 15.1.1988) as regards coordination of the different structural funds between themselves and with the operations of the European Investment Bank and the other existing financial instruments. The present invitation to tender concerns an assessment of the Community initiatives on cooperation and cross-border networks (INTERREG and REGEN). INTERREG (guidelines published in OJ No C 216 of 30.8.1990) aims to help border areas prepare for the single market, principally by improving crossborder cooperation. REGEN (guidelines published in OJ No C 326 of 28.12.1990) assists in developing networks to transport gas in Greece and Portugal, in interconnecting the gas networks of Ireland and Scotland and in the development of the electricity grids of Italy and Greece. There will be two working phases to the assessment. The first, to begin early 1994 and to end in September of that year, will involve collecting information, an initial assessment of the expected goals, identification of Community added value and an analysis of the administrative procedures and management systems. The second phase should commence in October 1994 (at the earliest) and end in December 1995. It will be concentrated on assessing the economic impact of the initiatives.
