The Commission of the European Communities intends to launch, in the near future, a study on cost allocation and the general accounting principles to be used in the establishment of access charges in the context of telephone liberalization in the European Community. The study will deal with the: - Establishment of access charge principles and the promotion of efficiency; - Covering of universal service costs; - Establishment of the appropriate cost allocation and accounting methods.
