A Commission proposal for a Council Directive amending Directive 91/689/EEC on hazardous waste seeks to repeal the stated Directive, replacing it with an amended version. The proposed Directive includes amendments to the effect that the Commission shall draw up a Community list of hazardous waste. This shall take into account the origin and composition of the waste and, where necessary, limit values of concentration. It shall be periodically reviewed and revised. Once the list is established, any decision by a Member State to consider categories of waste as hazardous shall be notified to the Commission and reviewed (by the procedure laid down in Directive 75/442/EEC) with a view to the adaptation of the list. Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with this Directive by 31 December 1994, and shall communicate to the Commission the texts of the main provisions of national law which they adopt in the field covered by the proposed Directive.
