The Commission submitted on 28 November 1990 (COM(90) 528) a proposal for a Council Decision revising its programme for the improvement of the business environment and the promotion of the development of enterprises, in particular small and medium-sized enterprises (SMEs), in accordance with provisions included in Decision 89/490/EEC of 28.7.89 by which the programme was adopted. Revisions concern the expansion of measures to remove administrative, financial and legal restraints, plus increases in the efficiency of the ways in which enterprises are informed of national and Community policies which may affect them, and expansion of the promotion of cooperation and partnership between enterprises in the different regions of the Community. To achieve these aims, an increase of ECU 25 million over the initial amount of ECU 110 million is deemed necessary for the period 1990-1993.
