A Commission proposal for a Council Regulation on the part-financing by the Community of remote-sensing checks (COM(93) 455) notes that Member States may require to use such techniques to determine areas of agricultural parcels and identify crops (in their implementation of Council Regulation 3508/92/EEC of 27.11.1992 establishing an integrated administration and control system for certain Community agricultural aid schemes). Hence expenditure on certain aspects of remote sensing may be supported from Community funds. The novelty and complexity of remote sensing give rise to major expenditure on the part of the Member States using these techniques. This should be covered partly by the Community in order to enable all Member states who so wish to update their remote sensing techniques more rapidly. It is also noted that these techniques are undergoing constant development and that the Member States' requirements for the control of agricultural areas are not all fully identified. For these reasons, the proposal includes provisions for the financing of specific tests related to control requirements. Technical costs which may receive Community support include: the acquisition of satellite pictures or aerial photographs; the photo-interpretation of this data; the processing of documents or the use of techniques for locating parcels shown in applications for assistance for the purpose of surveying the areas under crops and measuring the areas declared. Rules for the granting of part-financing are set out in the proposed Regulation.
