The Commission submitted on 11 December 1990 (COM(90) 601) a proposal for a Decision of the Council and the Ministers of Health of the Member States adopting a plan of action to be implemented by the Commission in the framework of the 1991-1993 "Europe against AIDS" programme. Actions are to include: Informing the public about AIDS prevention campaigns; prevention of HIV infection plus health education in schools; Eurobarometer surveys on AIDS and its prevention; exchanges of experience on counselling and treatment; development of models for the costing of management; reduction of HIV transmission in blood-based products; improvements to the system for gathering data; methodological approaches to the availability and comparability of epidemiological data; university training systems for health care workers and mobility of medical/nursing students.
