On 14 December 1990 the Commission submitted an amended proposal (COM(90) 678) for a Council Decision concerning a specific RTD programme in the field of life sciences and technologies for developing countries (1990-1994), to be adopted for the period from the date of publication of the Decision in the Official Journal until 31 December 1994. Objectives are twofold: Improvement of living conditions (reduction of food shortages and the development of agricultural production of high economic value); improvements in health (prevention and treatment of predominant diseases in the developing countries and advancement of health care systems appropriate to the rural or urban environments of these countries). The appropriation estimated for this programme is ECU 111 million. Shared-cost RTD projects must involve at least two mutually independent partners in different Member States, as well as at least one partner established in a developing country.
