The Commission of the European Communities intends to launch, in the near future, consultancy work aimed at the definition of functional specifications describing the essential features to be integrated in a commercial offering for trans-European generic services, including electronic mail (X.400) file transfer and interactive access to databases. The work is to be divided into four specific workpackages. Since there is a clear interdependence between the different packages, effective overall management will be especially crucial. Close cooperation with the EC study officer will be required. The following four non-dissociable workpackages are envisaged: - M1. Identification of the common functionalities for the different types of generic services envisaged and description of the corresponding specifications (i.e. security features, billing, addressing, closed user group, maintenance); - M2. Specification describing the necessary functions for the implementation, on public or private telecommunications networks, of a trans-European generic service for electronic mail (X.400); - M3. Specifications describing the necessary functions for the implementation, on public or private telecommunications networks, of a trans-European generic service for file transfer; - M4. Specifications describing the necessary functions for the implementation, on public or private telecommunications networks, of a trans-European generic service for interactive access to databases. Tenders may be submitted individually or jointly. If two or more applicants submit a joint bid, one must be designated as the lead contractor and agent responsible. The request to participate in the call for tender must include information on the tenderer's status as specified in the Official Journal announcement.
