At the Council's 1,716th meeting on 22 December 1993 (Research), the Ministers of the Member States reached agreement on the Fourth Framework Programme for research, technological development and training (1994-1998) and on the EAEC Framework Programme for research and training (1994-1998). The Common Position resulting from this meeting will be formally adopted by the Council at a future meeting following finalization of the agreed texts. The maximum overall budget for the two Framework Programmes is set at ECU 12 billion. However, at the latest by 30.6.1996 following an examination of the implementation of the Framework Programmes together with a consideration of the general economic situation, this overall budget may be raised to ECU 13 billion. The division of the ECU 12 billion budget between the four Activities of the Framework Programmes, (together with the percentage which each figure represents) is as follows: - Activity One (research, technological development and demonstration programmes), ECU 10.536 billion (87.8%); - Activity Two (promotion of cooperation with third countries and international organizations), ECU 420 million (3.5%); - Activity Three (dissemination and application of results), ECU 300 million (2.5%); - Activity Four (training and mobility of researchers), ECU 744 million (6.2%). The Activity One budget is shared between the various themes of the Activity as follows (with the percentage of the total ECU 12 billion budget for the Framework Programmes): - Information and communications technologies, ECU 3.384 billion (28.2%); - Industrial technologies, ECU 1.920 billion (16%); - Environment, ECU 1.080 billion (9%); - Life sciences and technologies, ECU 1.572 billion (13.1%); - Energy, including the two themes of the EAEC Framework Programme (nuclear fission safety and controlled thermonuclear fusion), ECU 2.238 billion (18.65%); - Transport, ECU 240 million (2%); - Targeted socio-economic research, ECU 102 million (0.85%). The overall Joint Research Centre (JRC) budget decided in the Common Position for activities to be carried out under the two Framework Programmes is ECU 875 million. This shall be drawn from the budget set out above.
