A standard summary form for the use of Member States in the award of Eco-Labels has been established by Commission Decision 94/10/EC of 21 December 1993. The decision to award an Eco-Label to a product shall be made by the competent body of a Member State after assessment of the product. The summary form is to be used to notify the Commission of the results of the assessment. It will be submitted together with the full results themselves. The aim of the standard form is to contribute to the transparency of the product assessment and award procedures. A copy of the form is annexed to the Decision. The purpose of the Eco-Label award scheme (Regulation (EEC) 880/92 of 23.3.1992) is to promote products which are environmentally less harmful, and have an overall environmental impact significantly less than other products in their group, via the award of the EU Eco-Label to such products. The award scheme is based on voluntary application by manufacturers or importers to the competent bodies in the Member States.
