A Council Regulation on a Community eco-label award scheme (Regulation (EEC) 880/92 of 23.3.1992) aims to promote products which are environmentally less harmful, and have an overall environmental impact significantly less than other products in their group, via the award of a Community eco-label to such products. The award scheme is to be based on voluntary application by manufacturers or importers to the competent bodies (to be designated by each Member State within six months of the entry into force of the Regulation). The Commission shall consult representatives of industry, commerce, consumer organizations and environment organizations with a view to establishing products definitions and specific ecological criteria for the award.
