The Association Nationale de la Recherche Technique (ANRT), France, has published the proceedings of its forum and debate on the Fourth Framework Programme of research and technological development (1994-1998) held in Paris on 8-9 November 1993. The meeting brought together representatives from a wide range of organizations and interest-groups to discuss the future of RTD in Europe, in particular in the field of industrial research. Presentations and open discussions covered the objectives and priorities of the Fourth Framework Programme (research in the framework of EU policy and the main orientations of RTD) and what is at stake (research in the context of standardization, training, international cooperation, European cooperation, the Fourth Framework Programme and EUREKA, the Structural Funds, small and medium-sized enterprises, and the valorization and dissemination of results). Speakers included senior representatives of the ANRT, the European Commission, the European Parliament's Commission for Energy, Research and Technology (CERT), the European Committee for Standardization (CEN) and the Joint Research Centre (JRC). Contributions were also made by the EU programmes "Human Capital and Mobility", ESPRIT, BRITE/EURAM and VALUE as well as the Commission's Unit responsible for scientific and technological cooperation with the countries of Central and Eastern Europe, and the Unit for the planning and impact analysis of EU initiatives. In addition, a number of major European companies presented their views on RTD cooperation. The conclusions of the forum are summarized. Annexes contain the illustrative documents projected during the meeting, a bibliography, and a full list of the participants.
