The Council issued, on 13 December 1993, a Resolution concerning the extension to the end of 1994 of the 1991-1993 plan of action in the framework of the "Europe against AIDS" programme. The Commission, pending adoption of the proposal to extend the plan of action to the end of 1994, should take actions to ensure its continuation. In so doing, it should take account of the guidelines annexed to the Resolution. These are founded on the Council's mid-term assessment of the action plan on the basis of a Commission report concerning its implementation during 1991-1992. The Council wishes to ensure support for the activities carried out by the Member States under the programme. It aims to optimise the allocation of programme resources and to strengthen and improve coordination and research between the Commission and international organizations. The establishment of more precise selection criteria and provision for continuous evaluation of all projects will improve the transparency of the decision-making process and permit assessment of the effectiveness of the actions undertaken.
