A Decision of the Council establishes that the Protocol on financial and technical cooperation between the EU and the Syrian Arab Republic will enter into force on 1 March 1994. The Protocol includes provision for loans to Syria from the European Investment Bank (EIB), ECU 41 million from the EU's budgetary resources in the form of grants, plus ECU 2 million towards risk capital formation. These funds shall be used primarily for the financing or part-financing of cooperation projects aimed at: - Developing and diversifying agricultural production; - Developing cooperation in the fields of industry, training and research, technology, commerce and other services; - Environmental protection. In the field of science and technology, priority will be given to projects for the expansion of Syria's training and research capability and the establishment or development of links between Syrian and European private and public training and research institutions. With regard to the environment, priorities are support for, and definition of, the policy to be undertaken by Syria, particularly through the training of experts, technical assistance and a contribution to investments. The text of the Protocol is appended to the Decision.
