The European Commission, DG V (Employment, Industrial Relations and Social Affairs), has issued a request for proposals for the evaluation of the following three EU employment initiatives:
- The development of new qualifications, new skills and new employment opportunities (EUROFORM);
- The promotion of equal employment and vocational training opportunities for women (NOW);
- The promotion of employment for disabled people and other disadvantaged groups (HORIZON).

The evaluation will cover programme consistency, identifying the added value for the European Union, a review of the administrative and management systems and other measures based on EU or Member State initiatives. The evaluation must also include recommendations for the programming and implementation of future measures.

The evaluation operation will be based on a procedure to be proposed by the successful contractor and agreed by the European Commission. The evaluation must begin by July 1994 and must be completed by the end of June 1995.
