A meeting of the Council of Ministers for the Environment took place in Luxembourg on 8-9 June 1994. A number of issues relating to the environment were discussed. The Council agreed on a common position regarding the proposed framework Directive on waste disposal. The Council approved its common position on the Regulation concerning substances that deplete the ozone layer and expressed its satisfaction at the work carried out by the high-level Group on the CO2/energy tax. A debate was held on the environmental element in the White Paper on Growth, Competitiveness and Employment, and conclusions were adopted. The Council took account of the work in progress concerning the proposal for a Directive on pollution prevention and reduction. The Directive would adopt an integrated approach to pollution prevention and reduction, particularly for emissions from industrial installations. The Council adopted a Decision on the Community's signing of the Protocol to the 1979 Convention on long-distance, cross-border atmospheric pollution, regarding the reduction of sulphur emissions.
