The European Commission has created the EURES (European Employment Services) network in conjunction with the public employment departments in Member States. EURES is designed to ensure cooperation between these employment departments (and other partners), thereby allowing for the exchange of information and an improvement in the transparency of the European employment market. The Commission has set up a EURES computer system to process the exchange of offers of employment throughout the European Economic Area, as stipulated by Regulation (EEC) No 1612/68, as amended by Regulation (EEC) No 2434/92. The system is used by a network of advisers. The Commission wishes to ensure maintenance and development of the EURES computer system and is therefore issuing this call for tender. It involves the following four lots: - Lot 1: Senior technician; project management; maintenance and development of the system The provision of resources to fulfil the role of project senior technician to oversee the maintenance and development of the EURES system over three years (1995-1997). The project senior technician will assist the Commission project manager in his/her project management activities (e.g. WBS, strategic planning, quality control, scheduling, acceptance and test definitions, etc.). He or she will assist in the definition of the user requirement and write the functional specifications for the various developments of the system. The project senior technician will interface with the project technical resources team to ascertain that the functional specifications are properly implemented. This should be done via proper project management techniques. - Lot 2: Maintenance and development of the system; technical human resources The provision of project technical resources: assure technical support of the EURES network in order to ascertain its smooth functioning. The EURES network contains a central server, interface computers, X.25 PAD/switches, X.400 software, and software in the Euroadviser workstations. The following skills are required: UNIX, Oracle, knowledge of X.400 telecommunications (X.25 ICP/IP, etc.), Windows, and the ability to work in a project team; assure the development of the EURES system; assure a help desk for the EURES network. This is a first-line function and requires interfacing with a central point in each partner administration. This requires a permanent presence at the central help desk during office hours. - Lot 3: X.25 network The provision of an X.25 network across the European Economic Area. - Lot 4: Video communication between adviser workstations The provision of equipment and technical support for the pilot of point-to-point video communication on 16 preselected sites across the European Economic Area. The duration of the contracts vary according to the lot. The dates are stipulated in the tender specifications.
