The European Commission, DG XI, has published an invitation to submit applications for funding for pilot operations aimed at preparing, promoting and facilitating the implementation of projects relating to the global environment. Under the Fifth Community Programme of policy and action in relation to the environment and sustainable development (OJ No C 138 of 17.5.1993) the Commission plans to provide funding for pilot operations designed to prepare, promote and facilitate innovative small-scale projects in the following areas: - Climate change and the protection of the ozone layer; - Maintenance of biodiversity; - Protection of tropical, temperate and boreal forests; - The relationship between population and the environment. Particular interest will be shown in projects which address the following concerns: - Protection of biodiversity and tropical forests: . Enhanced use of biogenetic resources in tropical zones; . Involvement of local populations in the conservation and sustainable management of tropical forests; - Population and environment: . Energy-related aspects and use of biomass resources; . Migration towards cities in the Third World; - Climate change: use of renewable energy sources, e.g. solar panels, wood stoves, locally based energy, wind energy. The following components will be required in each application: - A particularly significant multiplier effect within the Community or in some regions of the world; - Broadest possible geographical spread; - A lasting commitment on the part of the participants to take the environment into account in their activities; - A multisectoral and integrated approach to the environment.
