The Task Force for Human Resources, Education, Training and Youth (TFHR) has published a call for tender for the evaluation of the programme for the advancement of innovations in the field of vocational training on the basis of technical changes in the European Union (EUROTECNET). The Task Force requires the support of an organization for the external evaluation of the EUROTECNET programme (Council Decision 89/657/EEC of 18 December 1989). The evaluation applies to all the Member States and all the aspects mentioned in the Council Decision and its annexes. The purpose of the programme is described in Article 11 of Council Decision 89/657/EEC, together with the objectives which were established by the FORCE programme/EUROTECNET consulting committee. The aim of the evaluation is to assess the impact of the programme, the achievement of the objectives and the influence that the programme has had on the training methods in the Member States (see the specifications). The aim is not to evaluate the projects themselves, but to evaluate the activities undertaken to realize the goals set by the Council Decision, their results and their effectiveness in relation to the resources at the disposal of the programme. The evaluation is the object of a six-month contract commencing 1 January 1995. The Commission must receive an intermediate report by 15 March 1995. The final report must be presented before 30 June 1995.
