Following the Decision of the European Parliament and the Council adopting the Fourth Framework Programme of European Community activities in the field of research and technological development and demonstration (1994-1998) and the Council Decision concerning the specific programme of research, technological development and demonstration in the area of Advanced Communications Technologies and Services (ACTS), the European Commission will invite proposals for research and technological development projects. A work programme has been compiled which sets out the scientific and technological objectives and research tasks, the implementation schedule, the financial and managerial arrangements, the arrangements for coordination with other RTD activities and the arrangements for the dissemination, protection and exploitation of the results of the RTD activities carried out under this specific programme. The objectives and topics for research and technological development covered by the call for proposals address the tasks identified in the work programme. Consortia of organizations eligible to participate in the ACTS programme are invited to submit proposals for projects covering the following areas: - Interactive digital multimedia services; - Photonic technologies; - High-speed networking; - Mobility and personal communications networks; - Intelligence in networks and service engineering; - Quality, security and safety of communication services and systems; - Horizontal actions. The present announcement is published to give interested parties the time needed to prepare proposals. In order to permit coordination with other specific programmes not yet adopted by the Council, a final announcement of this call for proposals will be published on 15 December 1994. In accordance with Annex III of the Council Decision on the ACTS programme, the research and technological development tasks will be addressed, in general, in shared-cost projects as well as in appropriate measures for the ACTS programme, in particular to facilitate the participation of SMEs, preparatory, accompanying and support measures and concerted actions. The rules for the participation in Community RTD activities, information on the Community financial participation and the methods of the determination and payment of that financial participation are available and are part of the supporting documentation issued with the call for proposals. The work programme, information about the procedures for the submission of proposals and the contract that will be established with the successful proposers are available from the services of the Commission on request. Descriptions of work undertaken in earlier and related programmes are also available on request.
