TEMPUS evaluation
The European Commission has published a call for tender for the evaluation of the TEMPUS programme. In the context of Community support for economic reform in Central and Eastern Europe, the TEMPUS programme (Decision No 90/233/EEC) aims to restructure higher education in these countries by means of cooperation projects between their universities and those of the Community. The Task Force for Human Resources is seeking assistance from an organization in order to evaluate the TEMPUS programme at the end of its first phase (1990-1994). This evaluation will be carried out in beneficiary countries, Member States of the European Union and G-24 countries involved in the programme. The purpose is to determine to what extent the programme has achieved its objectives, namely: - Support for cooperation projects between universities in beneficiary countries and countries of the European Union designed to modernize and restructure university courses; - Contribution to the development of higher education systems as part of economic and social restructuring. Bids will be assessed according to the following criteria: - Suitability of the planned working methods; - Representatives of the samples proposed for each part of the work; - Transparency and balanced nature of the budget and cost-effectiveness.
