On 22 April 1991 the Commission submitted a proposal for a Council Regulation (EEC) on financial and technical assistance to and economic cooperation with the developing countries in Asia and Latin America (COM(91) 104). The proposed Regulation shall continue and broaden cooperation with the ALA countries, replacing Council Regulation (EEC) No 442/81 of 17 February 1981 (OJ No L 48 of 21.2.1981) which shall be repealed. Articles consider, inter alia: Environmental protection; regional cooperation (environment, energy, research and training, and communications including standards, networks, services and telecommunications); improvement of scientific and technological potential via training schemes and transfer of know-how in all fields (particularly energy, ecology and services technology). The principle aim shall be to improve living standards of the neediest groups, implementing measures where domestic resources are hard to mobilize but of strategic importance.
