On 30 April 1991 the Commission submitted a proposal for a Council Decision (COM(91) 128) concerning the conclusion of cooperation Agreements in the field of education between the European Economic Community and the member countries of EFTA, within the framework of the ERASMUS programme (European Community Action Scheme for the Mobility of University Students). The countries involved are: Norway, Sweden, Finland, Iceland, Switzerland, Austria and Liechtenstein. Each signatary shall make an annual contribution to the financing of the ERASMUS programme. Participation in the programme by students and universities from the above countries shall be subject to the rules and conditions set out in the proposed Council Decision. An annex to the proposal lists ERASMUS actions and objectives. The text of the Agreement and a draft Exchange of Letters to be signed on the occasion of the signature of the Agreement are also appended.
