The European Commission, XII, has published an advance notice of the first call for proposals for the specific programme of research, technological development and demonstration in the field of targeted socio-economic research (1994-1998): 1. On December 1994, the Council of the European Union reached agreement on a specific programme in the field of targeted socio-economic research (1994-1998). The programme text is currently undergoing final language checking, prior to its formal adoption and publication in the Official Journal of the European Communities. This advance notice is being published in order to speed up the implementation of the programme and to give researchers adequate time to prepare their proposals. Once the programme has been formally adopted, the Commission of the European Communities will issue the formal call for proposals, expected to be published in the Official Journal of 1 February 1995. Researchers intending to submit proposals should note that the Commission intends to confirm the deadline(s) for proposal submission indicated below when the formal call is published. The research areas and topics will be addressed, in general, in shared-cost RTD projects, in conformity with the rules for implementation set out in Annex III of the Decision on the specific programme. 2. The Community's contribution to shared-cost RTD projects will normally not exceed 50% of the total costs, with progressively lower participation the nearer the project is to the market place. Those universities and other institutions which do not have analytical budget accountancy will be reimbursed on the basis of 100% of the additional costs. As a general rule, projects should involve at least two non-affiliated organizations from different Member States or from one Member State and one Associated State. 3. Information given to the Community relating to proposal application or the contract will be treated in confidence. 4. Detailed information about procedures for the submission of proposals (information package) and the contract that will be established with successful proposers is available on request from the Commission's services. Descriptions of work undertaken in earlier and related programmes are also available on request. 5. The areas of the work programme are as follow: Area I: Evaluation of science and technology policy options in Europe: I.1. Analysis of the RTD situation in Europe in the world context; I.2. Evaluation of the inter-relations between short- and medium-term needs and socio-economic changes and new scientific and technological developments; I.3. Methods, tools and approaches, relevant for the preparation, monitoring and evaluation of science and technology policies; I.4. Horizontal and support activities; Area II: Research on education and training: II.1. Effectiveness of policies and actions, European dimension and diversity; II.2. Methods, tools and technologies: quality and innovation in education and training; II.3. Education, training and economic development; Area III: Research into social integration and social exclusion in Europe: III.1. Forms and processes of social exclusion and integration; III.2. Causes of social exclusion, particularly unemployment; III.3. Migration; III.4. Evaluation of the impact of social integration policies; III.5. Horizontal activities and development of research infrastructures. 6. The call for proposals is expected to cover all the above sub-areas with the exception of the horizontal activities described in sub-areas I.4 and III.5 for which a call for expressions of interest will be published.
