The European Commission, DG XII, has published an advance notice of the first call for proposals for the specific programme for research, technological developemnt and demonstration in the field of environment and climate (1994-1998): On 1 December 1994, the Council of the European Union reached agreement on a specific programme of research, technological development and demonstration in the field of environment and climate (1994-1998). The programme text is currently undergoing final language checking, prior to its formal adoption and publication in the Official Journal of the European Communities. This advance notice is being published in order to speed up the implementation of the programme and to give researchers adequate time to prepare their proposals. Once the programme has been formally adopted, the Commission of the European Communities will issue the formal call for proposals, expected to be published in the Official Journal of 16 January 1995. Researchers intending to submit proposals should note that the Commission intends to confirm the deadline(s) for proposal submission indicated below when the formal call is published. The research areas and topics will be addressed, in general, in shared-cost RTD projects and concerted actions, in conformity with the rules for implementation set out in Annex III of the Decision on the specific programme. The Community's contribution to shared-cost RTD projects will normally not exceed 50% of the total costs, with progressively lower participation the nearer the project is to the market place. Those universities and other institutions which do not have analytical budget accountancy will be reimbursed on the basis of 100% of the additional costs. As a general rule, projects should involve at least two non-affiliated partners from different Member States or from one Member State and one Associated State. The Community's contribution to concerted action projects may cover up to 100% of the coordinating expenses. The Community's contribution for accompanying measures may cover up to 100% of the total cost. The call is open for projects and concerted actions under themes 1, 2 and 4. The call is not open for theme 3 except for concerted actions under topic 3.1.1. Proposals, one original and five copies, must arrive at the Commission not later than 27 April 1995 (12.00). Proposals received by fax will not be admissible. Technology stimulation (TS) actions to encourage and facilitate participation of SMEs (CRAFT): an award will be granted which will cover up to 75% of the cost of the exploratory phase, without exceeding ECU 45,000; Community funding for cooperative research projects, involving at least two non-affiliated SMEs from at least two different Member States or one Member State and one Associated State, will normally cover 50% of the costs of the research. Proposals for exploratory awards or cooperative research projects are subject to a continuously open call and can be submitted from the date of this call up to the final dates specified hereafter: - Proposals for an exploratory award, with a view to submit at a later stage a complete proposal for an RTD project or a cooperative research project: 12 June 1996 (12.00); - Proposals for a cooperative research project: 27 March 1997 (12.00). RTD proposals resulting from an exploratory award must be submitted by the regular deadlines for RTD project proposals. The outline work programme for this call for proposals is as follows: Theme 1: Research into the natural environment, environmental quality and global change: Area 1.1. Climate change and impact on natural resources: 1.1.1. Basic processes in the climate system; 1.1.2. The climate system in the past; 1.1.3. Climate variability, simulation of climate and prediction of climate change; 1.1.4. Impact of climate changes and other environmental factors on natural resources: 1.1.4.1. European water resources; 1.1.4.2. Agriculture, forests and the natural environment; 1.1.4.3. Land resources and the threat of desertification and soil erosion in Europe; Area 1.2. Atmospheric physics and chemistry, interactions with the biosphere and mechanisms of environmental change impacts: 1.2.1. Atmospheric physics and chemistry: 1.2.1.1. Stratospheric chemistry and depletion of the ozone layer; 1.2.1.2. Tropospheric physics and chemistry; 1.2.2. Biospheric processes: 1.2.2.1. The functioning of ecosystems; 1.2.2.2. Alterations of processes as a result of UV-B radiation; 1.2.2.3. Biodiversity and environmental change; Theme 2: Environmental technologies: Area 2.1. Instruments, techniques and methods for monitoring the environment; Area 2.2. Technologies for assessing risks to and protecting and rehabilitating the environment; 2.2.1.
