On 6 May 1991 the Commission submitted a Recommendation for a Council Decision on the conclusion of a Protocol on financial cooperation, setting out EEC participation in measures intended to contribute to the economic development of Israel (SEC(91) 814). The Community will ask the European Investment Bank to make available to Israel funds of up to ECU 82 million in the form of loans and grants. Capital projects helping to increase productivity and to achieve complementarity between the contracting parties and promoting in particular the industrialization of Israel are eligible for financing if submitted by the State of Israel or, with the latter's agreement, by public or private undertakings having their seat or a place of business in Israel. The text of the Protocol is attached to the draft Recommendation.
