On 17 December 1990 the Council decided to consult the Economic and Social Committee on the Commission's proposal for a Council Decision adopting a second phase of the Youth for Europe programme (COM(90) 470, Official Journal No C 308 of 8.12.1990). The ESC unanimously adopted an Opinion at its 286th plenary session of 24 April 1991, including comment on short term policy (disadvantaged target groups, voluntary service activities, national agencies, non-Member State participation) and at the Commission's request putting forward ideas concerning long term aspects where these relate to subjects contained in the memorandum "Young people in the European Community" (COM(90) 469). The Committee endorses the concept that young people should be systematically involved in building a new Europe in the longer term also and recommends that the limited funds available to the programme be spent on building a sound youth exchange infrastructure as detailed in the body of the Opinion.
