The fourth Protocol on financial and technical cooperation between the European Economic Community and the Kingdom of Morocco was signed, on 20 June 1991, on behalf of the EEC by His Excellence the Ambassador Mr. Joseph Weyland, Permanent Representative for Luxembourg and current President of the Permanent Representatives Committee, and by Mr. Juan Prat of the European Commission, Director General for North-South relations and Mediterranean Policy, and on behalf of Morocco by His Excellence the Ambassador Mr. Abdallah Lahlou, Head of the Moroccan Mission in the European Community. The European Investment Bank will make loans to Morocco of ECU 220 million for a period ending 31 October 1996. A further sum of ECU 193 million will be contributed from the Community budget in the form of non-reimbursable aid, plus ECU 25 million towards the creation of risk capital. (cf.
