The European Commission launched a pilot satellite information service on 6 March 1995. "Europe by Satellite" will provide a daily (Monday to Friday) service of Commission and EU news on teletext. It will include coverage of press conferences, open meetings of the Council of Ministers, as well as live and recorded coverage of Commission activities at the European Parliament in both Strasbourg and Brussels. The service will also include all important European Commission events in Brussels, Luxembourg and elsewhere in the EU. It is intended that live coverage will be supported by relevant and thematic video files with international sound track and accompanying background information transmitted before and on the day in question. Supplementary information will be available on teletext, by e-mail or by fax. "Europe by Satellite" is part of the Commission's ongoing policy of greater openness and transparency. The service will be available to all the Commission institutions and offices as well as to television companies within the EU and Central and Eastern Europe. The pilot service will make available more detailed coverage of Commission and EU events than that currently provided on the news exchange services. The Commission will, however, continue to offer all its news items for inclusion on news agencies. The service is entirely free of charge and free of rights for non-commercial use, i.e. for information purposes. For the opening months, "Europe by Satellite" transmissions will be scheduled as follows: - 11h00-11h30: Teletext; - 11h30-12h00: News; - 12h00-14h00: Internal Commission use; - 14h00-16h00: Video dossiers; - 16h00-16h30: News; - 16h30-onwards: Documentaries or internal Commission use. The schedule is valid from Monday to Friday with extra transmissions for major events such as European Councils. "Europe by Satellite" can be received on: - Eutelsat II F2 at 10 E, Transponder 21; - Down link frequency: 11.080.000 MHz; - Polarisation: Horizontal; - Video deviation: 19 MHz/volt; - Audio subcarrier: 6.60 MHz, 75 us pre-emphasis; - Audio deviation 300 KH3 pp.; - Wegener Panda 1 Subcarriers 7.02,7.20 7.38 7.56 MHz.
