A proposal for a Council Decision (COM(91) 93), submitted by the Commission on 4 June 1991, concerns the conclusion of bilateral Cooperation Agreements between the European Economic Community and the Republic of Iceland and the Kingdom of Sweden on research and development in the field of the environment: Science and Technology for Environmental Protection (STEP) and the European Programme on Climatology and natural Hazards (EPOCH). The Community, Iceland and Sweden share common environmental problems and expect to obtain mutual benefit from such cooperation. It is therefore proposed that they are associated retroactively with implementation of STEP and EPOCH as from 20 November 1989 (the commencement of the programmes). The proportionality factor governing contributions shall equal the ratio of the GNP of the country concerned to the sum of those of Member States. Texts of the Agreements are attached to the proposed Decision.
