The European Commission has adopted an action programme and a timetable for the implementation of the initiatives announced in the communication of 14 September 1994 entitled "Industrial competitiveness policy for the European Union" (COM(94) 319). The Council endorsed the Commission's communication on 8 November 1994 and invited the Commission to put forward a timetable for the initiation of the proposals for the implementation of the initiatives announced in the communication. The action programme has four main objectives which are of particular relevance to competitiveness. These are: - Development of the single market; - Consideration of the needs of industry in research policy; - Creation of an information society; - Promotion of industrial cooperation. The action programme contains the Commission's priorities and a draft Decision of the Council and the European Parliament on the implementation of the necessary initiatives. In reference to the Commission's decision, Commissioner Bangemann said that the action programme would contribute to the objective of strengthening the competitiveness of European industry and creating jobs.
