The European Commission intends to launch a study on the provision of public telecommunications services in the European Union in the context of Open Network Provision (ONP). The objective of the study is to provide an inventory of the current status, user requirements, and plans for public telecommunications services at the national level in the EU Member States, in Central and Eastern Europe, the United States, Japan and in other countries as relevant, in particular with regard to the scope and definition of universal service requirements. The study will also make proposals for the future instruments and actions at EU level to ensure a sufficient availability of public telecommunications services and appropriate consumer protection, as well as their implementation and monitoring. The study will take account of any special requirements with regard to peripheral areas, special groups of users, and SMEs as relevant in this context, and make a comparison with other public sectors.
