The European Commission's Forward Studies Unit has published an invitation to tender for a prospective study on water supplies. The Forward Studies Unit, under the authority of the Commission President, undertakes long-range analyses of issues which are relevant to European integration. The purpose of these analyses is to provide an understanding of long-term trends affecting such issues, and in particular of what factors drive these trends. These analyses are used to shed light upon the long-term future context within which policies might have to be developed. They do not necessarily make a direct contribution to policy formation as such. In 1995, the Forward Studies Unit is starting such a long-term analysis on the issue of water within the Union and those closely neighbouring countries which have or may soon have Association Agreements with the Union. As a first step, therefore, a study is needed which identifies and describes the factors which drive and which constrain the long-term development of water supply and demand. The contractor will model the influence of the relevant factors on demand and supply. More detailed information is given in the tender documents, but for the sake of illustration these factors are likely to include changes in the structures of the economies, demography, income growth, technological progress and its diffusion, land-use change and infrastructure development, the direct management of water resources, the pattern of ownership rights over water resources, and the regulation thereof. The relevant time horizon is up to the year 2025.
