A Council Decision of 26 June 1991 (91/315/EEC) setting up a programme of options specific to the remote and insular nature of Madeira and the Azores (POSEIMA) involves regulatory measures and financial commitments to allow for the special constraints on the two archipelagos (insular nature, remoteness, small size, difficult terrain and climate) in the application of common policies. Inter alia, measures will concern agriculture, imports and exports, the craft industry, transport, taxation, social matters, RTD (without prejudice to the Community RTD Framework Programme) and protection of the environment. The Decision takes effects from 1 July 1991. Implementation of the measures and operations set out in the programme will in principle be carried out before 31 December 1992, through the adoption either by the Commission or the Council, as appropriate, of the necessary legal acts.
