The European Commission, DG XIII, has published a call for proposals for the specific programme for the dissemination and optimization of the results of activities in the field of research and technological development including demonstration (1994-1998). In conformity with Article 5, paragraph 1, of the Decision on the specific programme, a work programme has been drawn up setting out the objectives and types of activities to be undertaken, and the financial arrangements to be made for them. Organizations eligible to participate in the programme are invited to submit proposals for support to science parks whose implementation is foreseen by the work programme. The purpose of the call is to invite the submission of proposals for support actions for science parks to strengthen the professionalism of their operators, to encourage the exchange of know-how and to develop international relationships, and accompanying measures. Support actions for science parks have two components: - The validation scheme aims at improving the definition and setting up of new or extended local technology initiatives such as science, research or technology parks, business and innovation centres, local technology resource centres, or the networking thereof by giving their promoters access to international expertise; - The auto-evaluation scheme is addressed to the same group of initiatives, albeit mature ones. It is meant to help their managers introduce evaluation and monitoring techniques in their management practices and thus contribute to better fulfil their objectives as well as to allow dissemination of good practices and to enable international comparisons. Accompanying measures cover professional and methodological support through, for example, international monitoring, the organization of workshops on relevant issues, or the introduction of relevant project management techniques. The Commission will provide a financial contribution of 50% (respectively 75% in regions lagging in development or in industrial decline) of the costs of the projects, subject to a limit of ECU 50,000 (respectively ECU 75,000). Support to accompanying measures will cover up to 100% of organization costs and up to 75% of travel and subsistence expenses. Contribution to other eligible costs will be limited to 50%. Those institutions that do not have analytical budget accountancy will be reimbursed on the basis of 100% additional costs. The indicative budgetary allocations for support of science parks is ECU 3,000,000 for 1995 and 1996. Detailed information about procedures and eligibility for the submission of proposals, the selection criteria, the principles governing the Communities' contribution and the contract that will be established with successful proposers, etc., is given in the information package.
