Council Decision 91/366/EEC of 7 June 1991, adopting a specific research and technological development programme in the field of the life sciences and technologies for developing countries science (1990 to 1994), is now published in the Official Journal. Building on and continuing the work carried out under STD 2, the programme aims to increase cooperation between European scientists and those from developing countries in the areas of agriculture and health, to facilitate complementarity of research and to improve access to the different networks of scientific relationships established by the Member States, promoting development of the research capacity of developing countries while strengthening that of the Community, particularly aiming to meet the RTD needs of the former. Special rules govern the dissemination of knowledge in this context. Adopted for the period 7 June 1991 to 31 December 1994, the programme's budgetary appropriation is an estimated ECU 109.89 million.
