The European Commission, DG XIII, has published an open call for proposals for a study entitled "Mobile market review". The mobile and personal communications sector has been brought to the forefront of the debate on the information society. The report on "Europe and the global information society" identified mobile communications as a necessary building block of the information society and advised on the straightening of its potential. The need for communications "on the move" is becoming a normal part of business life. Over the next few years, as prices continue to fall, and as the latest technologies become well established, mobile communications are expected to make significant inroads into the mass consumer market. Barriers that could inhibit the further development of the sector have to be traced in time and removed in order to keep Europe on the leading edge of the world market. In this context, the Commission is interested in undertaking a study to review the development of the mobile and personal communications sector in Europe, involving all key parties that may carry an interest in the sector. The objectives of the study are as follows: For the Member States of the EU and the pre-accession countries (Poland, the Czech Republic, Slovakia, Hungary, Bulgaria and Romania) as well as Switzerland and Norway: - To compile an inventory of the status of implementation of GSM, DCS-1800, DECT, TUFTS, and Ermes networks; - To compile an inventory of the licensing regimes; - To review the method of delivery of services to the end-customers; - To review the expected developments in the short to medium term; - To review the expected market development in the long term; - To compile comparative tables/figures; - To advise the Commission on measures it could take to remove undue hindrances. Specific attention should be given to: - The dynamics of the telecommunications market; - The frequency constraints at various frequency bands; - The opportunity cost of the radio frequency; - The blurring boundaries of the existing market segmentation.
