The European Commission has published its proposal for a Council Decision establishing a Community action programme in the field of civil protection, including environmental emergencies. The aim of the action programme is to step up Community activities in the field of civil protection and environmental emergencies, as called for by the Community programme of policy and action in relation to the environment and sustainable development. The following actions may be undertaken within the framework of the action programme: - Actions contributing to increasing the degree of preparedness of those involved in civil protection in the Member States, in order to increase their ability to respond to an emergency; - Pilot projects contributing to improving techniques and methods of response; - Actions contributing to improving public information, education and awareness, so as to help citizens to protection themselves more effectively. An advisory committee composed of representatives of the Member States will assist the Commission to implement the programme.
