The European Commission, DG XXII, has published a "Promoters Guide 1995" to the LEONARDO DA VINCI action programme in the field of vocational training policy (1995-1999).

The guide is intended for all those involved in vocational training who would like to take part in a transnational partnership and are interested in submitting a proposal in 1995 for Community financial aid under the LEONARDO DA VINCI programme.

The first part of the guide sets out the conditions and procedures for submitting proposals, while the second part describes the content of the different measures under the action programme. The guide complements the "LEONARDO DA VINCI vademecum" which outlines the approach of the programme and provides general guidelines for its implementation. The programme priorities for 1995 will be specified in the call for proposals.

The guide covers responses to calls for proposals organized at both national and Community level, for 1995 only. The measures relating to the guide are as follows:

- Support for the improvement of vocational training systems and arrangements in the Member States (Strand I);
- Support for the improvement of vocational training measures, including cooperation between universities and industry concerning enterprises and workers (Strand II);
- Cooperation with a view to improving language skills (Strand III.I);
- Development of knowledge in the field of vocational training - surveys and analyses (Strand III.2.a);
- Development of the dissemination of innovation in the field of vocational training (Strand III.3.a).

Three types of action can be supported within the framework of LEONARDO DA VINCI:

- Transnational pilot projects in training;
- Transnational exchange and placement programmes;
- Surveys and analyses.

Financing through the LEONARDO DA VINCI programme is available to a wide range of organizations, such as enterprises, social partners, public authorities, universities, public and private training bodies, and research centres.
