The Commission of the European Communities submitted on 18 May 1990 a proposal for a Council Decision concerning the conclusion of a Cooperation Agreement between the EEC and Austria (COM(90) 25), Finland (COM(90) 19), Norway (COM(90) 23), Sweden and Switzerland (COM(90) 26) on a European stimulation plan for economic science (SPES programme). The aim is to establish a network of cooperation and interchange between economists of the highest professional quality at the Community level. The proposed Agreement is to be concluded for the duration of the SPES programme.
